I agree. Individual entry would pull in more people.
But there is no reason why it couldn't be both. A fairly simple spreadsheet could group the results as individuals and as teams.

It would possible to use the UBC 6 yd targets as these are basically scaled down 10M targets. Interestingly, comparing the scores for the MPL and the UBC comp shows that the 6 yd scores are significantly higher.
